It must be something particular to your setup if you see it all the 
time. On occasion network or server flakyness will cause this to 
happen on all platforms.
LWP is using Net::FTP for ftp URL's, the only thing I can think of is 
that LWP is setting the timeout shorter than Net::FTP uses by default.

Yes, you can upgrade.  Just *don't* 'install Bundle::CPAN' like it 
tells you to.  Simply 'install CPAN'.
