I have, too, thought such a thing would be Good.  However, perl.org (where
CPAN testers is) and other things are in a bit of flux right now (CPAN
Testers is looking to be integrated into another CPAN site), so I think it
would be best to wait until they stabilize a bit.  I will push for a way to
get easily-parsable information out of the database through a simple
LWP::Simple::get call, though, so if it is implemented in CPAN.pm, it will
be easy to do.
