I am now suspicious that sfio is independent of Perl - right?

I've come across two more puzzles that I am as yet unable to answer:

 1) What is the setting of {MW68KLibraries} under Codewarrior for MPW?
    Is there also a {MWPPCLibraries}?  (I found only the 68K one mentioned
    in one of the :MacPerl_Src:perl:build* or Makefiles).  Are there
    also {MW[68K|PPC]Includes} variable?  How do any of these differ from
    The setting of {CIncludes} and {CLibraries} under plain MPW?

 2) Is the only need for the perl tool in the initial build process (i.e.
    before the build of miniperl) to do symlink()ing?  If there was a tool
    (say 'ln') that was available could the need to have perl installed be
    eliminated?
