Except that when I ran all.out, it wanted :Dynaloader: dl_mpeix.xs .
Strange.

As to your question - I haven't successfully compiled a working copy of
{mini}perl using SC yet. Am still  on it.
Did you edit writemain so that PPC->MrC and 68K->SC?
