I think it just works.  I use PWS to test CGIs all the time, I don't 
recall doing any setting up nor do I see any way in PWS to do so.

I just put a cgi (MacPerl CGIs is all I have tried so far) somewhere 
in PWS's webspace and when I access it, it works.

Do you have a different experience?

p.s. You mentioned having trouble with Quid Pro Quo.  I use Quid Pro 
Quo on my production Mac webserver, have never had any trouble with 
it, and find it much more robust and versatile than PWS.
