BTW the "C" in "CPAN" stands for "Comprehensive" and it allows for folks all over the world to get their hands on perl: source-code/modules/documentation/scripts ^^^^^^^ There is nothing there that precludes binhexed MacPerl collections of scripts either (for which there is already precedent I believe).
