Sometimes it just "forgets" to update. I've seen it neglect to change a file's type even on reboot. Sometimes it takes a desktop rebuild. Usually, it only takes some time. If you duplicate or copy the file, the copied file will sometimes get the new file type, while the old one will stay the same old file type. Sometimes all it takes is forcing the Finder to redraw the screen (creating a new folder, for example).
