If I'm not mistaken, your problem isn't a MacPerl or even a Perl problem. I think your problem is that in order for a CGi to be parsed, it needs to be served - ie. by a server. A web server (if you configure it properly) will run the CGI before serving it - otherwise your web browser will just read it. Get a copy of a Mac server, run it on your machine, and serve up your test files from there.
