No.

What there is in MacPerl is the ability to save a runtime app which can be
used on other computers without the MacPerl distribution.  However, it does
not save external libraries by default, and some tinkering needs to be done
to get it to work if you use or require external stuff.

But that is not the same as a compiler.  A compiler might be a part of
perl5.005, but that will be specifically geared to UNIX perl, and might not
be easily portable to MacPerl, in which case it probably will not happen
any time soon.
