[MacPerl] MacPerl network problems fixed

I found the cause of my MacPerl network problems, and now everything works OK.
I was using the extension "Shared Library Manager PPC", but I also needed
"Shared Library Manager". Apparently, it is needed for OT's MacTCP emulation.
This was confirmed by checking "Don't make Open Transport calls" in Fetch.
The problems with Anarchie not working are also now fixed.
