This information is not, strictly spoken, available to programs at all.
MacPerl Droplets do, in fact, capture the state of the option key 
at the time the droplet *runs* (which is a bit later thna the drop),
but this information is then used differently (it tells the droplet
to open the script in MacPerl, rather than running it).
