The rules get much more "interesting" when multiple volumes are involved
(and it matters somewhat whether multiple physical drives are also
involved.  It's deterministic:  it's just hard for a human to determine.

It starts out with the newest candidate app on the same volume (modified if
memory serves by an app in the same folder as the document).

After that, I get confused, so I try it and see which one is used.
