Often (and properly) the shared libraries are in the System folder because 
they're expected to be, well, shared.  [MS Office 98 puts libraries 
intended for one of the apps into that app's folder, and libraries used by 
more than one into the System folder (somewhere).]  Shared libraries are 
easy to use if they are in System or in the same folder as the application 
that wants to use them.
