I used it to teach myself perl after several years of not programming (my last programming was done in M$ structured BASIC for the Mac which will give you an idea of just how many years ago). In a couple of weeks I was writing CGIs that did what I wanted them to do (for the most part). Be aware, however, that even the 2nd edition has some typos that can lead to confusion. Some have expressed harsh reactions to the first chapter which embellishes a simple program to demonstrate features of the language, but I found it an useful overview. For a starting place to find information about perl CGI, I have found WIRED's www.webmonkey.com helpful, although I have noted a deemphasis of Perl there over the last month or so in apparent favor of Java.
