I saw this very thing happen on my wife's G3 over the weekend when trying to upgrade CPAN.pm and libwww-perl-5. I've given MacPerl 30 Mb there, the same as on my 6400, where I rarely have trouble with CPAN.pm. I didn't see any indication it was memory related, although I don't have the little CSM that shows memory usage on her machine. CPAN.pm still functioned after it stopped. It just couldn't "gunzip". I didn't have time to diagnose, but the first thing I was going to try was to replace the library files that come with MacPerl with the fixed ones on my ftp site. That's one thing I know I haven't done on my wife's machine. If that didn't work, I would have started stepping through a test script.
