You definitely need both a C and a Fortran compiler that will work
together.  PGPLOT itself is largely written in Fortran, but the PGPLOT
module needs the C "glue" from the libcpgplot library.

Yes it does.  But you're going to have to go to a significant amount of
trouble to get it working under MacPerl.
