I imagine you have not properly installed MacPerl.  I'm pretty sure you
won't have the CFM68K Runtime Enabler available, so you need to run the
bigappl installer.  This will also give you access to the GD that comes
with MacPerl.  This is explained in the MacPerl book, I believe.
