After reading some of the relevant RFC's, it looks like it would be possible with a TCP or UDP socket to the nameserver(s) specified in the TCP/IP control panel. I'm not sure how one would get the nameserver address from the OS, and an MX algorithm, as specified in RFC 1035, would probably require signifigant effort (at least if I tried to do it myself:-).
