UNIX, perhaps, makes the installation and packaging of this somewhat simpler, but if you don't have the infrastructure ready on your machine, you're out of luck. (As evidenced by the sad pleas on comp.lang.perl.misc of people trying to get modern scripts working with the perl.4036 they're stuck with.)
